VILLAGE OF FRANKLIN GROVE

NOVEMBER 8, 2010 MINUTES APPROVED DECEMBER 13, 2010

On November 8, 2010 the regular meeting of the Village of Franklin Grove, held at the Village Hall, 105 E. South Street, Franklin Grove, Lee County, Illinois, was called to order by President Robert Logan at 7:04 p.m.

 

 ROLL CALL

Present:  Trustees Karen Didier, Tony Schaneberg, Chad Murphy, Scott Spangler, Keith Roop, David Atkinson, Attorney Rolfe Ehrmann, President Robert Logan and Clerk Lori Smith.

 

MINUTES

Motion made by S. Spangler, seconded by T. Schaneberg to approve the Minutes of the Regular and Executive Session Meeting of October 11, 2010.  Passed:  6/0

 

RECOGNITION OF VISITORS

See attached.

Motion made by K. Roop, seconded by D. Atkinson to allow the Park Board to use the  Village Hall as a Warming Center and serve hot cocoa on December 10th during the Christmas in the Grove.  Passed 6/0

 

ENGINEER’S REPORT

(Ralph Tompkins)

Ralph Tompkins advised that the Street Maintenance Project is primarily done and the next step is the punch list.  Ralph also advised that there appears to be enough money to do the additional sidewalk work.

Motion made by K. Didier, seconded by T. Schaneberg to pay bills, late bills and make necessary transfers.  Passed:  6/0

 

POLICE REPORT

LEGAL ISSUES

Motion made by T. Schaneberg, seconded by C. Murphy to solicit bids for demolition of the property at 321 N. Walnut Street.  Passed 6/0 

Motion made by K. Roop, seconded by S. Spangler to accept as a First Reading an Ordinance Amending Ordinance 561 regarding the Enterprise Zone.  Passed 6/0

 

GENERAL ISSUES

Attorney Ehrmann requested a consensus of the board as to what direction they would like him to take with regard to an ordinance banning wind turbines.  The board consensus was as follows:

? David Atkinson - in favor of banning ordinance

? Keith Roop - in favor of banning ordinance

? Scott Spangler - not in favor of banning ordinance

? Chad Murphy - undecided

? Tony Schaneberg - not in favor of banning ordinance

? Karen Didier - not in favor of banning ordinance

Motion made by T. Schaneberg, seconded by D. Atkinson to table discussion on the Wind Energy Restriction Ordinance.  Passed 6/0

Motion made by K. Roop, seconded by K. Didier to accept Option 1 of Auditor's Letter and the First Reading of the Tax Levy Ordinance.  Passed 6/0

 

Motion made by T. Schaneberg, seconded by K. Didier to approve the Annual Treasurer's report as presented.  Passed 6/0

 

 

TOURISM

HISTORIC PRESERVATION/EARLY WARNING

(S. Spangler Chairman)

 

Trustee Spangler will continue to work with the Fire Department on policy and procedures with regard to the early warning system.

Motion made by T. Schaneberg, seconded by D. Atkinson to go into executive session at 8:45 p.m.  Passed:  6/0

 

Motion made by T. Schaneberg, seconded by S. Spangler to come out of executive session at 9:00 p.m.  Passed:  6/0

 

No action was taken in executive session.

As no further business was brought before the board, a motion to adjourn was made by

T. Schaneberg, seconded by C. Murphy and carried by unanimous vote at 9:01 p.m.
